A Parish Pastoral Council is a consultative body established (when the diocesan bishop judges it opportune) so that the faithful—together with those who assist in pastoral care by virtue of their office—can foster the parish’s pastoral activity in an orderly way. The pastor presides, and the council’s role is to offer guidance and proposals which are voted on and approved. The council serves an institutional level of collaboration: it helps bring into practical harmony the parish priest’s responsibility for pastoral leadership with the baptismal responsibility of the lay faithful to advise on pastoral matters.
